Model Plates

Register a plate
A plate is the registration record for one model. It fixes what the model is -- the hash of its weights, its version, the sampling settings it promises to hold constant -- and posts a bond behind that declaration. Every trace is committed against a plate, so the plate is the account a mismatch is charged to and the bond is what an upheld incident cuts into.
